My Dear Brothers & Sisters in Christ,
 
            After years of hoping and praying, it is possible that our dream of building a community outreach center is within reach. If we are willing to make some changes as to size and scope, we may be able to build the ROCK this year at an approximate cost of $400,000. The size of the building would need to be reduced from 150’ by 80’ to 120’ by 60’. We would also not have a kitchen, but will plan to put a small kitchen in later. After seeing a building of similar size, many of us are convinced the smaller building would not only be more practical, but would be more than adequate to accomplish our plans.
            We would need to borrow between $200,000 and $250,000. With interest rates being so low, this would substantially lower our monthly payments. In addition, it is cheaper to build at this time because supplies are cheaper and contractors have lowered their prices just to have work. We are not sure how long this window of opportunity may be so we want to move quickly.
            The first step is to obtain church approval to proceed with putting together the precise plans to build, obtain solid bids as to the costs of construction and determining estimates as to upkeep costs like monthly payments, insurance, utility and other maintenance expenses. So on Sunday, April 25th after both morning services, we will present these matters to the church for approval. It is important that you understand this vote is NOT to seek approval to build, but rather to seek approval to discover if is indeed feasible to build.
            Once the final plans have been approved by the ROCK team, we will obtain construction bids. The ROCK team will also seek the best place to borrow necessary funds and determine approximate upkeep costs. The deacons and the Finance Team will be consulted for suggestions as to how to not only pay back the loan, but to cover the necessary upkeep expenses.
            If the ROCK team determines that building the ROCK this year is feasible, we will then seek full approval from the church at that time. This could take several months.
            In addition to all of this, it has been discovered that by keeping the ROCK and church separated will cause some tax problems for both, so the ROCK board has voted to dissolve back into the church. I recommend that we make the six board members a team which will continue to guide and supervise the possible construction of our new building and upon completion the ministries of the ROCK. This matter will also be discussed and voted on April 25th. This decision will not affect whether we build at this time or choose to wait.
            I am extremely excited that maybe by the end of this year the ROCK will actually become a reality. Please continue to pray with me that God will lead us to know exactly what His will is and then join me in doing it!
